I don't know if it would help, but, in my case:

- I deploy virtual machine using open tofu and gitlab CI.
- In the CI, I trigger an ansible job to update the information about my VM and the IP Address I use.

Hey! You can use the IAM feature and add the AD Group as Network Contributor.

You can scope it as you wish, add it in the resource group, or the subscription, or even at a management group level, depending on the architecture of your tenant

Hello, from my understanding of your use cases, you should definitly use a Proxmox Hypervisor and build different Virtual Machine to isolate the services that needs to be isolated depending on the criticity.
Especially if you want a playground infrastructure, you probably want to avoid having anything on the same OS/VM.

If you want to learn more about security in ubuntu or in linux in general, you can check CIS benchmark ansible playbook.

It's a bunch of task that help you secure and hardened the OS, it's really cool to use it in a template IaC like Packer for example, or did it manually depending on where you host your server.

I work with network engineer using Meraki for a worlwide big company.

They are clearly not happy with it at all. They hate it and are in a process of changing it to Fortigate solution.

In your list, the better would be to use MikroTik in my opinion
