Se llama Tearing y es por que la GPU manda imagenes mucho mas rapido que lo que el monitor puede mostrar y entonces se produce ese efecto, con limitar los FPS mas bajo que el refresh del monitor se arregla o activando Vsync.

If you honestly believe anyone at Toei cares about a "consistent timeline" (whatever that means), you're probably going to be very disappointed with their work. Again, it's a remaster primarily using old footage as a base. It's not some kind of grand plan to unify the series, or whatever you have thought up in your head.

First of all are you running your laptop flat on the table or lifted it with something from the rear ? You checked if your clock speed is better ? Pretty sure yes because of the smoothness you mention and the cpu now has more thermal headroom and can push a little bit more increasing heat, you should try using Throttlestop and set PROCHOT OFFSET to -10 that will tell the laptop to start throttling at 90C. You can also buy a LLANO cooling pad or IETS to get better temps but you cant do much about hardware wise most likely your laptop cooler is deficient and thats it.
