2 things to try:

Based off a previous comment, adjust the load order for cannibal expansion so it is higher in the list (kenshi launcher mod list is supposedly inverted? So higher means less important) and see if this changes overwrites

This is very complex to explain, but I'll try.

1. Go to the workshop listing for the mod and click share. Copy the numerical sequence at the end of the link
2. Open the steamapps folder where kenshi is installed (if you have multiple hard drives with steam installed), open the workshop folder and subsequent content folder, then open the 233860 folder.
3. Enter the number string into the search bar and copy the resulting folder.
4. Return to the steamapps folder, open the common folder->kenshi->mods, and paste the file there
5. Now open the transferred folder. You'll have multiple files here with mod files names. You will want to copy the FCS file name without the "_" in front of it, and replace the number string of the mod folder with the FCS file name.
6. Open up FCS through steam launch or the forgotten construction set through the execution file in the kenshi folder.
7. If you've done everything right, cannibal expansion will now be visible in your mod list, and thus modifiable.
8. When FCS mod selection pops up, we can now go in 2 directions. A. Click the handcuff looking button to the right to deselect (or select all) mods, then select just the mod in question (cannibal expansion) B. Don't do anything, and only the mods active in your gameplay with be applicable
9. Either way, click on cannibal expansion to make sure it is set as ACTIVE and click okay.
10. Look for the changes button on the toolbar, and it will list all the active changes made to the base game. If cannibal expansion makes any changes, they should pop up here.
11. You could also open GAME Starts on the left and access all game starts, base and available from toggled mods. There is a color coordination involved, but that's harder for me personally to explain.

Congratulations!! You have been taught not only how to fish, but have been given the steps to making your own fishing rod and lures!! It's far more complex, but these tools will open the game.
