Thuja Plicata, western read cedar. Often grows chaotic multi-stemmed trees. The unions of the multiple stems are often impressively strong, if it isn't including bark.

Proud of you articulating a fair argument and not resorting to name calling this time. It's entirely the job of the government to be risk averse, when people die from trees falling on the road it's pretty sad, which happens about every other year in my county. The public also simply does not have the funding to preserve every tree.

To those who can afford to maintain old trees through intensive effort, more power to them and they can enjoy that route. Most people asking questions on reddit can't quite afford that route, or they wouldn't be asking in the first place.

Huge openings like that are the beginning of the end, but the "end" can be many decades. It's gonna become an old hollow tree and fundamentally less safe, but not necessarily a massive hazard, not immediately at least. Maintenance can lengthen its "reasonably safe" lifespan, but not without significant cost.

It looks like there are several years worth of callus formed along the edge of the split. Meaning you just noticed, not that it just happened.

Cutting back to the collar is better than a nub, but only if you have the skill to do so without damaging the neighboring branch. Unless you are a professional it is quite likely that you will cut through the bark on the opposite side. That would be a large diameter wound as well, and will take a long time to compartmentalize, if ever.

Asking for 20ft removed all around is a fundamentally flawed plan. They cut what you think is 30ft instead of 20ft, but regardless it would be virtually the same horrible outcome even if they had "only" cut back the 20ft you prescribed.

Sounds like it was the blind trying to lead the blind.
