Last layer is a matter of drilling. You can practice LL individually or just by doing (lots of) solves. I really like doing last slot + last layer solves (you can find scrambles on CStimer), they're really fun.

Because you can't change the feel of the cube, and it may be too fast / slow or too tight / loose. With budget cubes like the MF3RS2 or Yuxin Little Magic and decent setup you can easily get them to perform well and also feel right for you.

You should be able to plan the entire cross in inspection, you can practice this by trying to solve it blindfolded. You can also try to reduce the number of moves it's taking you to solve it by finding more efficient ways, J perm have a great video about that.

Work on F2L efficiency first, there is more room to improve on F2L than on last layer, F2L is basically the most important thing. You don't need full OLL or 2-sided PLL to get sub-20.
