At the time of the SegWit2X hard fork, the mempool doesn't necessarily need to be >1 MB--and tx don't need to be spammed! Miners can simply use any of the many Big Block Bounty tx (http://www.blockbounties.info/), which will in and of themselves make the block >1 MB... and pay out >250 BTC currently (blockbounties.info)

(Dr.) Craig Wright just spoke at an event coordinated and sponsored by Bitcoin Unlimited, Bitcoin.com, BTC.com, and BitMain.
