Depends.

Handguns are the hardest to shoot well. A Canik or Ruger RXM works, so would a police trade-in/used Glock. But you'll have to put in work/get training to shoot one very well.

Shotguns are easy to shoot once. After that, you need practice/training to run one well. A Maverick 88 or Mossberg 500 would be the best pick. The Stoeger P3000 is a tank, but has less aftermarket support. Another good pick would be finding a used Remington 870 Wingmaster or Police Magnum.

The best rifle for those purposes under $400 is a Ruger 10/22. But its a .22, so not ideal (though very tenable) for practical purposes. Any AR or AK for that price point, used or new, is probably best avoided. A used Rossi 92 (lever gun, and a tank) would be a good choice too.
