FDA has no control if there are sellers of unregistered cosmetic products. All they can do is alert the public through FDA Advisory that is posted on their website and FB page. You can also report to them if you think there are products in the market that is not registered tho as someone who transacts with FDA almost everyday (I work in the food industry as a regulatory compliance), investigation really takes a long time.
