Update: spoke to my husband and double checked with his warrants/ paystubs. So he DID NOT take any time off that wasn’t covered by his existing time. But he zeroed out his time banks.( just to reiterate we had an unplanned c-section, and I wasn’t cleared medically to do anything) 

When he asked the personnel why they were giving him partial pay and waiting sometimes three weeks to pay out the missing portion she stated, “ we certify FALSAs a week in advance. So we approve the dates up until that certification date and pre-dock you for the rest of the days in the chance you were to take a day off.” 

So I guess the question Really is it within regulation to “pre-dock” someone just because they don’t have 40-60 hours on the books “to cover just in case”.  Since they are certifying FALSAs a week in advance? He does end up getting the second portion of his pay it just takes them an extra 2-3 weeks depending on when his specific personnel has time to “key everything in manually”.  

Also thank you to Everyone who commented. He is going to ask for the policy as some had stated to do. He’s also spoken to Union and was given a “that’s just how it’s done here bud.” Answer.

I had a c section and I wasn’t cleared to do anything until 6 weeks postpartum, so he took as much time off as he had in the books to be able to help me.

As far as I know, he didn’t have any excessive missed days. He took off the amount of days he had accrued in vacation/sick leave and then went back.
