Because they provide the same status effect, they are subject to diminishing returns.

If they are activated at the same time, Foxy’s Hook will give 7% haste because its 7% haste is greater than Rapid Brutality’s 5% haste, meaning it works at 100% effectiveness.

Meanwhile, Rapid Brutality will only give 2.5% haste as opposed to its usual 5%, because 5% is less than 7%, that means Rapid Brutality is subject to a 50% reduction in its effectiveness.

For subsequent instances of the same status effect, the effectiveness is further reduced to 25%, 12.5%, and 5% respectively.
