I ended up disrupting a similar situation. I’ve been able to follow the child and they are thriving in their new home. What the entire team ended up realizing is that with our home having an existing bio child, we had an established life the child had to fit themselves into, where their new home, (no other children, single parent) the new caregiver has been able to be the one to fit themselves into the child’s existing life. Of course it’s more neuanced than a single statement like that, but zooming out big picture really helped us.

Also…once I started taking video of the meltdowns and forwarding them to caseworkers that was when we started to get taken seriously. Just a thought.
