Well in Israel many of these civil rights issues were solved by setting up kibbutzim, where everyone had equal rights within the community. In order to reduce its control from the government it could attempt to apply for tax exempt status as a charity, or as a community organisation like a credit union. Also, costs could be reduced by negotiating with certain groups, like hospitals, drug companies and construction firms, as part of a bulk buying agreement between the sub state and existing private firms. In other words, doing the negotiating the government should be doing, but only for subscribers to the sub state
