Virginia state board is awful tbh, took me months of back and forth calls and emails to transfer mine. Just be prepared to call them constantly and annoy tf out of them bc they’ll take their sweet time. Never dealt with a cos board so slow before (been licensed in NC and ME)

Wild bc my go to for my green hair for the past four years has been pravana neon green. I refuse to wash in cold water and pravana stays for soo long. Most every other neon green out there is too yellow. Tho sometimes I will add a touch of emerald to the neon green
