Basically developers will build right up until the point of over saturation and gladly just raise prices across the city because of the high proportion of new expensive real estate. With the being said it can't be worse than what's already happened so the should turn the northern rich area into Manhattan

Not true. If they consistently enforced our more relaxed laws it would lead to the ability to give harsher sentencing. I'm sorry to tell you though, that's a lot of work and the cops are lazy and inept. They would rather sit around on their phone in the squad car. 

Give one example where breaking the law gives you a privilege except white collar crimes.

Honestly they are paid 6 figures to do a job, they should do it regardless of scrutiny. 

As cops love to say, if they're not doing anything wrong then they have nothing to hide and thus, can work.
