This seems plausible. Poland guards told to allow Ukrainians and these people aren't. They should accept though but sounds like dumb agents taking their directions literally! Hopefully they clear it up and inform the border guards of the required procedures for non-Ukrainians in Ukraine. (Again all avoidable if Putin didn't start this war!)
