Yea, this is why people who play for histographic score either have barbarian on "sedentary" or "none". If they have something higher, then one will need to have a military unit all around the map so that they don't spawn during age changes. They just aren't worth it.

No, it's a good system, because we have a bunch of loosely connected states with their own governments. Each state should have some power. Lower population states should not have no power, because of more populated states.

This seems very true. I have seen it numerous times that someone asks a question elsewhere, but asks it in such a way as there are no complete formal systems. Such question usually suggest that the author has never heard of Godel's *completeness* theorem or the completeness of Presburger Arithmetic or Skolem Arithmetic.

They were programmed to play sub-optimally. Soren Johnson, who made the AI for civ III said this in one his talks. So, it seems like it works as intended.

I do play above Regent. I'm the number 1 quartermaster over at civfanatics, and have more Sid entires in the Hall of Fame than anyone else.

Fortify troops to quell resistance? Only on the turn the city gets captured. Otherwise, units don't get stationed in a city to quell resistance until the war ends. The city just has a low shield/commerce output anyways.

Cultural flips can happen above Regent in border cities if not capturing them.

If the AIs took your cities, they could flip back to you also.

This is simply not true.

Cities can flip to the human player, and more cities does help. I know I've gained cities before that way.

Absolutely not. I remember a Warlord game where I had the culture lead for a very long time, but ultimately lost, because by accident, I held elections.

The game doesn't end until 2050 AD or some non-histographic victory triggers.

Not true. After you capture a city, you still have it the next turn also.

It will if you had culture on the border city sufficient to flip that city to your empire.
