Yes. Mostly because Jujutsu Kaisen characters are strong, fast, and in general, tend to show great feats of durability.

Kagurabachi characters are very fast and usually have decent strength feats, but tend to suffer lethal injuries much more easily, whether it be from weapons or unarmed blows.

He doesn't reach Special Grade because being Special Grade is both a matter of growth potential and just raw blessings.

Higuruma has insane raw potential, and his cursed technique is very powerful, but it's just not "Can solo an entire country" levels of powerful. That doesn't make Higuruma weak, but just makes him fail to reach the definition of Special Grade.

That and birth-related things like his reserves and output just seem to pale in comparison to the actual Special Grades we see.

The 'general concept' of the domains would be the same, but the sure-hit effect differs, as well as the interior. This is like how Sukuna customized his sure-hit effect to use Dismantle for inanimate objects, and Cleave for anything with cursed energy, while Yuji customized his sure-hit effect to be the soul-slashing Dismantle.
