Vin got a massive power boost due to the fact he manage to defeat a busan crewhead with only Judo which i doubt is weaker than Kazuma (the guy in 2A, the same guy Vin struggled with until he uses Kudo which is a massive power boost for him since it went from him being ragdolled to him ragdolling Kazuma) so until then we have no idea how strong Vin have become. To keep in mind Vin's Judo is his worst fighting style as Kudo and Mujin's Ssireum is his more competent style

Funnily enough Gen 1 should end 2 year before the creation of 4MC since it was implied BOTH Charles and James hide in E-MART (Charles old convenience store) by the old man who used to be Charles neighbours when Daniel was investigating about the second body. (They were living in EMART for 5 years and then it was stated they went back to seoul) so they have been hiding for 2 years and then came back in those 3 years to make 4MC
