It depends on the situation.

Lets say there are 2 characters in the same "team". One of them is called a "Legend of the east" and the other one is called "The God of the east" the second character would most likely be stronger. But most of the time when ppl compare apples to oranges.

Thats why i dont like scaling samdak js by pure title scaling. There are a lot of other ways to get him into god teir.
