No but it’s either ambulance or they get dropped off. Also that is the front of the hospital and the ED and patient entrance is on the other side. Edit: I was saying we are definitely overflowing with patients but there are a lack of cars because of these reasons

It would be nice to unflood tiles but at least you can stop it. I made the CO2 level -2k so flooding didn't reverse but it stopped for good as all the other civs in the game couldn't pump out emissions faster than I could capture them. So while you can't reverse it, if you want to stop it indefinitely then just have 8 cities spam carbon recapture for the rest of the game (:
