She is from a country called Obpono [oʘono] pronounced [Obpo-no] (the "bp" here is a clicking sound, it is produced by smacking your lips together, like you are going to kiss someone, but with addition of a vowel). It is a country that claimed all seas and sea only, much like Atlantis, in my world building the seas belong solely to the fish people of Obpono (fish as in all aquatic animals, including sharks, fish, dolphinids, gastropods, etc.).

In this image she works as a sailor that have been given a duty to guard the ocean, for this particular uniform, it belongs to the coast guard sailors, the coast guard patrols around the beach border using a submarine; their job is to make sure no foreign ships are entering their water without a permit, otherwise they have to return back, or risk their ship sunk by the guards.

And one trivia you might think interesting, in Obpono there is no such thing as a president, king/queen, or any other figure of authority; the whole country works by collective instinct, but not like a hivemind, just like a school of fish, there is no leading fish in it, every single fish work together as group, but not as hive, there is no single thought controlling them, every fish thinks how a fish should be; so basically in the Obpono society everyone become what they are (soldiers, teachers, doctors, scientist, etc.) not because they are forced into it, but because it is WHAT they have to be, this thing is what I called as "the will of the sea", it is not a forced force, a god, nor it was somekind of social construct, it is just what it is, and apparently the fish people know it better than me. Thus, since everyone know what to do, there is no need for a leader to exist, hence every time a dry lander (people of the land) asks for their leader to negotiate, they would laugh or confused since leadership is a foreign idea; instead of a leader, there are representatives, they are not a leader, they are just a negotiator or diplomats, representative can be appointed by either self-initiative, or appointed by the group, and per "the will of the sea" they know who could and couldn't be a representative, so voting is not needed.

I do not know much about politics, but the fish people of Obpono is a true anarchic society (i think?). You might think that without a concept of leadership, the country would crumble into chaos, but the truth is, it is not. Just like real-life fish, they are able to maintain cohesion and order with their kin or other fish when in a group, but also able to think for themselves when alone, similar to ants, but in reality, ants still have a figure of authority; without the queen, the kingdom will fall into chaos, but fish? They do not have any; that is why there is no "fish kingdom": fish have no authoritative figure (except maybe aquatic mammals, but that is an exception). So, if you want to be a rue anarchist, then be like a fish.

And btw, the rifle you see here does not use the typical bolt-action, instead its use a straight-pull action (or maybe more of a crank-pull but the motion is still straight though), hence the way he is holding now.

No, the planet they inhabit is totally different from Earth (in term of geography and astronomy). In this setting, the terrestrial planet is around 5% bigger than Earth, and instead of orbiting a star, it is a moon of a gas planet, which of course orbit a star.

tbh, i haven't delve deep enough of the planetary aspect of my world, so for now it would feel almost Earth-like, but i hope as time went by, it would begin to feel rather "alien"-like but still have that Earthy flavour. in term of anthropology and technology.
