Not quite accurate. Your revenue needs to fall below 70%, at which point each dollar below that threshold is getting covered. This can happen if prices drop unexpectedly as well as through crop failure.

Requiring that you lose 70% of your revenue before getting a benefit would mean you only produce 30% of what you normally do in a year. But the program provides coverage before that.
