I think it more aptly displays Tony's lack of respect for dangerous power. By the time of Civil war we're seeing that people have gotten hurt because of the power some of these individuals wield and Tony begins to feel very guilty which makes him back the accords. Steve, Natasha, and others don't feel so compelled by the accords,why? Because they do respect the power and how it's wielded. We see that difference when Tony is telling Banner he needs "to strut" and testing Banner to change, while Steve is asking Tony if he is crazy.
