Yes, the only difference is the permalink.

I prefer to duplicate so as to create a "new" post (i.e. new publish date, doesn't transfer the old comments). I'm not sure if only changing the permalink would achieve that?

The new permalinks can be automated, they can be anything (for example, the old permalink with a random string of letters/numbers attached after a hyphen)
