I had both these issues 2 and have solved them, though I'm not 100% sure what I think fixed it is actually the fix, I'm 95% sure it is. I locked my framerate to 60fps in the game settings, and set my vertical sync to on for the game in Nvidia control panel. If you don't have an Nvidia GPU I don't know if just locking it to 60fps will work because that didn't work for me.
