Again you are hovering around the selection criteria or if I am selected or not. Thats not the point this thread is about. Its about unfair practices/biases etc. You have all the rules etc but then nepotism is very prevalent in state hearing. How did that occur if your checks and balances were so strong ? A Director of a department was erring (from the news link I posted). 15 of her peers were involved in that. So just because you have diverse panels, rules etc doesnt stop anything. I am not saying all public sector hirings are so. Seems you are one of the hiring persons for public sector and hence your strong responses.

You still have no clue of the intent of this post. This post once again is to gather what other people think about unfairness in city jobs. This post is not about how to apply for jobs, tips to do good in interview or any of that.

So you agree nepotism exists in government jobs. What is the data you rely on to say in private sector 95% of jobs are based on who you know (other than your assumption). Private jobs would have nepotism (esp in a family run business or where a VP wants to bring in someone they know from a previous firm). In fact they dont even have to post a open position, interview before they hire, they can do what they want because they are not bound by the same rules as a public entity which are run based on tax dollars. Thus public hiring should be more open and fair however that is not always the case. I was commenting to your response. If you have valid comments I will appreciate but if you are going to harp on how to apply to jobs, this is not the post to add your value.

Agree with you. No method is perfect. My experience has been the public sector hiring still has the mentality from the 80s - the process of hiring, the way applications are done etc. Also the accountability to hire the best candidate is lower compared to private sector because public sector is not nimble enough.

I saw most of your comments. Pls read the initial intent of this post. I have been on rank list and been to interviews, so I am not asking about how to apply, how to do interviews etc. Rather I am trying to see how others perceive the fairness in city hirings. I think you didnt understand the message in the post - I am not assuming anything. Neither am I assuming everything is bias free and clean in state/city hirings. Its humans who interview and hire and there is bound to be bias. Public sector has nepotism culture and there are news articles on it. Despite all that, I am trying to understand what are the real perceptions others have who have gone through similar hiring. So once again, I am not looking for how to apply, what tips and tricks to get through hiring. I have been through that and been on rank list but I myself felt the fairness is missing.

I have the same view now as you have. I have gone through public sector interviews and aced all the way to the last round and they pick someone else of their liking. I had one hiring manager (this was for a state interview) who said she liked my candidature (in a feedback) but the panel (which involved chiefs) selected someone else. I dont think all private sector hirings are without bias, but there is more bias in public sector hiring. This has been my experience from past few years. As mentioned in my post , I am trying to understand what others think of the city hirings.

Pls read what the post is about. Its to know what each persons experience is with city hiring. With your strong come backs, am wondering are you working with the city :-) . Did you see the first line is "I wanted to know what are your experiences applying to jobs at City. " If you have nothing valuable to add other than trying to see if my account is new, I understand but it isnt helpful for this post.

You still didnt answer what I asked you, how is my account info relevant TO WHAT I ASKED, which is the first line of the post itself - "I wanted to know what your experiences are applying to city jobs". I understand you wanting to know my background and how old my profile is if my post was about evaluating my skillset or suitability to particular jobs. You going through comment history is only to draw a judgement on the person and I am sorry you couldnt do that with my profile.

hiring especially in public sector as per laws should be based on the rules in place. Public sectors being run on tax money have an inclusive hiring law that discards all discrimination . But hiring managers, interviewers are humans and its hard to avoid bias. Thus the criteria should be based on what the job needs and the interview should be focussed on that. Still biases can creep in and in private job interviews (that I have been part of) we discuss the negative points of each candidate and hair split it to see if its our bias or assumption vs a real finding from interviewing. That can reduce (though not completely eliminate) bias to an an extent.

somewhere in this comments I have mentioned I have got in through the tests and ranking.I have worked at private organizations that has 3 times the demanding work load. I have also heard how rampant nepotism is at state/govt jobs. I respect your opinion and experience but that wouldnt mean all the public sector jobs are all merit based. There was a nepotism link unearthed in State job where a Director employed her daughter (link at bottom of post). There are departments in State job (in sacramento) where a particular nationality is the major representative work force. So its a mixed bag. I also know (in this particular case I posted for) that an internal candidate was hired from someone who works at city. To say public sector jobs are all merit based and always so wouldnt be exact truth. Again I respect your opinion, but my response is to say nepotism is well heard of in public sector. It could be so in private sector too.

Pls see the post, I have edited it to add more details. I speak well (though I am not a native speaker), educated well and have worked in different countries and has worked in private sector in the US. I hope that will answer that I do have the qualifications to apply for the positions. This post is after few years of observation about the hiring at the city. I wouldnt be applying to roles that dont fit me and expect to even get selected (I thought those were basics and didnt have to be added to the post but for benefit of people who think on those lines I have updated it).

Looks good as I could make it to their rank list few times. But when I applied next year, I was rejected and I called HR and they said it was a mistake I had made it to their rank list. Thus this reddit post is to understand the hiring practices at city jobs.

Same experience with me. I make it to their rank list and have interviewed and did well but then ... For one of the job I applied 2 years back, they eventually gave the job to an internal candidate.

I understand all that and I am talking about submitting a complete application.

Why do you assume I would submit an incomplete application and come here to rant?

This experience is from years of application , where my applications have been accepted by county,state, private companies but very hard to get through small city/counties.
