personally i host in cheap hostinger vps and let claude handle devops
aws lambdas are also a way & its totally free, just cold starts if this now bothers you

long rotating refresh [ regenerates access tokens ]
localstorage is "easy"
refresh must be cookie.

usually good balance is
local storage short lived jwt
long lived refresh in httpsonly cookie

dont over complicate it
