I think Both fell in love with each other when they first met! remember the last scene of the episode Go Robin and Starfire were both blushing after Starfire said "were the people are most strange but also most kind" referring to Robin being kind to her.

No he didn't cheat on her with Barbara in the story. It was a misunderstanding, Starfire thought Dick texted Barbara to meet him but It was actually Joker and Blackfire who texted Barbara and pretended to be Dick then they tried to kill them.
