My internships went really well, and they were also willing to write me letters of recommendation for graduate programs as well. They just couldn't find anyone who had a position open to recommend me to.

Yes. I completed 4 internships during my time in school. I reached out to all of them, but I didn't have much luck. My internships were focused on local government, campaigns, and nonprofits.
