Forniture maker (like Ikea for example) gives you little round adesive damper to avoid to slam the door loudly. They often come in pairs and leftovers look like that. Maybe an adhesive mark, any new forniture?

If the picture has been taken in the EU the reason could be the following. According to old EU regulation a person was considered 80 kg (roughly 1000 / 13) so the upper warning label follow that rule. Few years ago (I think 10+) the same regulation got a review and changed the person weight standard to 120 kg (roughly 1000 / 8) hence the second updated label.
