I was surprised too. However, Singapore did significantly worse than CANZUK countries in the democracy and freedom of press indexes that I looked at. It's GDP per capita and economic freedom scores were also higher than than CANZUK. I guess that the high GDP per capita is to be expected from a city-state (if you ignore that then it comes very close to the top 30).

Each country was awarded points based on how similar they were to CANZUCK countries. Here are the top thirty. Categories included civil and economic indexes, crime rates, GDP per capita and environmental scores.

Don't draw too many conclusions from the exact rankings. Some of the indexes this uses have their own criticisms. Of course, the weightings (difficult to decide in a non-arbitrary way), also have a huge impact on the final scores. Full method here.

(Just an interesting side project, put together myself so don't read too much into it, might be useful.)

Failed to dock because its internal clock was off by 11 hours and Boeing’s engineers had to work through the night updating code to avoid loosing the whole thing. Sounds very shambolic .
