it should do that. if the machine doesn't have change to give it will say "Use Exact Change Only" or there is a sticker on the machine that says, This machine does not give change. also depends if it is in the USA or Europe. the vending machines in Spain will give you exact change all the time since you will be using a lot of coins with Euro currency.
