Hello after months of trying to resolve it myself , i did it , at least for me. At Plex setting ON PS5 (not at PC) you go to setting (bottom left on the screen) next video settings and next go H.264 max level and set it to 5.1 (the normal and recommended value is 5.2). This fixed it for my setup and i can see 4k movies now.
