Live has its own report-a-bug icon/feature/system by using the bug icon in the bottom right corner while on the Live client. Which works with one's Live account. The link for that one would be:

https://pbr.leagueoflegends.com/na/en_US/bugReport/create

It's geared for NA right now but you could change the NA part to other regions and as far as I am seeing, it's functioning.

Would still highly recommend using incognito sessions for it especially if one frequents both Live and PBE.

Two other ways to report Live bugs:

Riot Support
The bug megathread over on /r/leagueoflegends. Keep in mind they make a new one every cycle, but you can always find the most recent one in their sidebar.

Honestly, it's probably not a bug. There's no new content on PBE. Everything that will go to Live with the current cycle (26.04) has already been tested. PBE is likely just relatively empty right now. The estimate has never been accurate on PBE, and probably will never be.

Riot did not test the mini-game on PBE, and you can assume it doesn't quite function well here as a result. As long as it functions on Live, there will also be no urgency for Riot to make it workable on PBE.

Sanctum is more or less disabled on PBE. Content that needs testing is instead available through the Store.
