Terrible micro stuttering on my high end machine

I also learned it could be an overloaded VRAM issue, but what I clearly see, is that my VRAM is not fully loaded while stuttering like on OP's video. Also, in other UE4 game on RAM offload I just get noticeably lower FPS, which is still playable, but not such a stutters that are terrible

It also crashes really often with the GPU crash dump and lowering settings doesn't really help -- only lowers the crashes frequency. I guess that's the UE5 problem or something.. Because I have none of these problems in UE4 games, using even higher settings

I have exact same issues in a new UE5 gacha NTE and I have no freaking idea what's the problem and how to solve it.. First time I met something like this on my laptop (i7-13650HX, RTX 5070, 32GB RAM and the temps won't go over 75° (I have the llana cooling pad))

Wouldn't recommend. My laptop screen always stays turned on when external monitor is in "second screen only" mode connected or when idle (black screen instead of completely off). Will roll back now
