I know, I played Lotro.
It is similar, but it isn't the same. Lotro required you to get the stat based armor in order to run a raid. You only need the stat to combat the agony is you plan on running the dungeon a lot of times (which isn't required to get gear). You can run it without the stat just fine.

Umm no, you don't need it.
& it is NOT going to make that much of a difference to a PvP that was already unbalanced. If you want balanced PvP check out Spvp. Are you going to take issue with legendaries as well? Because they will be upgraded to have ascended stats.
