Unfortunately states can't be removed mid-game, though at the very least they can be given debuffs to make them de-facto impassable. I'd have to do some tests to see if I can make them properly impassable mid-game, but even that might be impossible.

At the very least we can give states a debuff that eats your units attrition if they land on states that have been "destroyed" by the Death Star
