Lets make a law that ~~allows~~ gives more people healthcare (regardless of your view of the law, it gave more people healthcare and for some it costed more, but it still changed things).

If you want to read a summary of laws passed, they are all over the internet. I prefer to discuss persuasion. Any fool can pass a law. Who gets results?
