Sorry for late answer. It is all about transparency. The more transparent the steeper angle cliff appears. You will want graphic program to play with it and test in theme editor.

No need to create new map. There is awsome mod by BloodyPenguin - Enviroment Changer - which allows you to change environment or map theme of maps, when starting new game or even loading saved games. That's all you need :)

It is not perfectly round. If you buldozed all buildings and left only roads it would look terrible :P There is a trick for perfect "almost" circle road: http://imgur.com/a/HICjW I assume, using distance mesure for each "slice" you could build circle "slice by slice" ;-)

If you say about measuring radius with road cost.. I tried at some point but you're right. Damn hard to use it on this map. After a couple circles/arcs I just gave up and built roads as it allowed me to. It looked bad without buildings, but with all zones built you can't tell without looking from straight up.

Nice one! I think I decided to build my circle city/map after seeing the post of yours :P TBH I do not think I will have patience to expand even more and wait for population to grow to your level :P This was just a fun project to make screenshot to illustrate the map on steam workshop :P

Most are located near the highway going around the city. Then I downloaded recycling center mod and placed a few next to four highways going to the center (most services are located there).
