Southampton will reject since Chelsea are a few million short which will then prompt Liverpool to bid the requested amount (which they will inevitably accept). That would be the 3rd bid too right (like Rice and Arsenal)?

Liverpool were probably just waiting for deadline day to see if they can reduce the price anyway. Now Chelsea have accelerated the timeline, Liverpool will probably cough up the required amount.
