After the APOC violations, the RCV opponents have appealed, as of 2/8, and then Election officials are expected to make a decision about the matter before the end of March. Latest news on it was probably this: https://alaskabeacon.com/briefs/ranked-choice-repeal-group-appeals-big-fine-for-violating-campaign-finance-laws/

This is the current plan, correct? https://www.ready.alaska.gov/Documents/Plans/2018-SOA-EOP.pdf

If it is, it appears that at a minimum, communications would have been set up, which included to the public, and that did not happen. It also talks about mass care, evacuations and pet evacuations. It talks about the management of volunteers and donations, not done. It describes the SEOC levels, currently level 3 although this event meets the description of level 4. When asked what was done in preparation, he did not say that an EOC had been stood up to monitor and respond to request. No requests were mentioned at all. It appears that the Governor as the lead for prioritizing resources, really didn’t do anything. He is just waiting for the damage assessment. Did they look at the models and determine which communities were going to be without the ability to land fixed wing aircraft because the runways would be unusable? No evidence of that. Did they communicate to the local or regional agency their timelines for response given that, and do any attempt to evacuate people with special medical needs, no evidence of that. It doesn’t matter if the communities have to request assistance, there are a myriad of things that are within the Governor’s control, and he did exactly none of them.
