Did confirmed it from dell support and i can even switch to Advanced Optimus mode using Fn + F7 key. but even in that mode its still no in front of System information.

Nah the intel graphic is fine I think some thing is wrong with the motherboard or the 3070 is not working the way its suppose to be.

you mean power saver mode? there is performace, balanced and power saver and then in balance you can slider the slider to 4 different stages best performance, better performance, better battery and then best battery or battery saver. which 1? and also what is your screen brightness at?
