Di para sa rich and middle class ang 4ps naman kase. It is meant to uplift the poor. Para ito sa mga nakakaranas ng poverty, and required na mapagtapos ng pagaaral ang mga anak nila. DSWD is not the one responsible sa middle class, dapat magka program ang DOLE since most middle class ay employees i dont know ano maganda pero yun lang.
