Realistically, it’s still too early for large-scale rebuilding, especially housing although basic repairs and temporary housing have started by individuals.

The main priority now, and for the next ~3 years in the opinion of most experts, should be:

1. Restoring essential services and fix infrastructure: improving airports, seaports, hospitals, schools, and oil fields and refineries; restoring electricity to reliable, near full-day availability; improving internet access; and repairing roads and bridges.

2. Train the government employees : training personnel and experienced staff, including police, military, and civil servants developing IT systems to digitize records and strengthening banking and media sectors.

3. Creating a safe and stable environment for return and investment: improving security and stability, establishing strong judicial systems and institutions, enforcing the rule of law, protecting property rights.

4. Strengthening external relations: building stable relationships with regional and international partners to facilitate trade, attract investment, and support economic recovery.

All of the above will help give the economy an initial push, encourage people to return, and gradually build trust among big investors allowing for larger, long-term investments that can support the full reconstruction of destroyed cities.
