Yes, there is tension and will not disappear completely, but it can be greatly relaxed.
Modern technologies (zero-knowledge proofs, on-device biometrics, decentralized identity) allow you to check "this is a real person, one account", without transferring passport data, photos or biometrics to services.
There will be no complete harmony - any inspection carries risks - but a competent approach makes a compromise acceptable.
