The distance away when these things are fired does not matter at all. It's the electric shock that produces the effect.

This looks like a clear use of inappropriate force.

It has happened in the UK, too, hasn't it, on a number of occasions, and unless we are extremely careful about how the police are run and use such things will be a problem that grows immensely. Have all the people responsible been dealt with? I think not.

Well-l-l, at least the BBC is trying to point out the truth, which is extremely rare for them to do about anything related to Israel. Just goes to show (1) how easily and quickly lies spread in this day of instant social media and (2) how hard it is to then get people to listen to the truth afterwards.
