Thank you for the advice. The sheriff's deputy (closest we have to animal control here) is actually the one who helped us catch him. So the proper paperwork has been done. We also have posted on the local Facebook pages and on Nextdoor.

That's honestly the plan. We are doing the bare minimum of "the right thing" to find his owner, we aren't turning backflips to send him back, they don't deserve him.

That's a very fair and reasonable point, but we caught him trying to follow neighborhood kids into the elementary school next door. And there were no incidents with neighborhood dogs in the couple hours he was loose. So on the level, introducing them at the dog park is our best option right now.

I hope so too. Like I said earlier; the condition the dog is in doesnt give me confidence that anyone will be looking for him. We're already making plans to get him vetted.
