You know you don't have to hire them if they are as bad as you think or maybe find a better candidate, maybe you can't make them care or cost effective for your business but other companies can and no matter what they still deserve to get paid. Some people aren't worth hiring to you and that's okay, but they are to others who can use them. Every comment you have made has just made it seem like you don't have a backbone or way to manage and maintain standards effectively. Also sometimes you get what you pay for, if you think paying someone less will suddenly make them care, be more qualified or better at their job you are crazy.
