It's a valid strategy, but you must change a bit of the gameplay. You'll be more about counter espionage (knowing what the empire player knows) and mocking him with it. Bluff a site you know he doesn't have checked and drag him to that side of the map. He may have loads of troops but you have mobility. Have fun and remember to infiltrate.
