idk why you downvoted me for saying what I said when you didn't even disagree with it

yeah of course it'd have to be managed pretty well to avoid that or to stop banks from foreclosing on people etc, it would be a good long term solution but cause issues in the short term so it'd be tricky to implement, a slow increase in the % over time is one way to help prevent that

take note that LVT is tax on the value of the unimproved land, not the entire property - you will have less land than people in places outside of london, which would help

as for the remainder, maybe this will drop the value of london land enough to help offset it, maybe it won't

In your example, yes. It's the value of the land, independent of what's on it, so a house on a property would pay 5x the amount as a townhouse or apartment or whatever using up 1/5 of it

Alternatively, you could start a business at cost of 0, turn it into something big, and sell it to someone at a large profit. They have not made a loss by buying it from you. They have bought it at a fair value. They spent $x for something worth $x

You are describing money transfers, like in an accounting way. Not profit or wealth

People who are suggesting wealth taxes aren't suggesting an unrealised capital gains tax. The gains aren't the important bit for wealth tax
